Education

The tax proposal on the preceding page provides the basis for another incremental opportunity to achieve fundamental educational reform. Ideally, education should be paid for by user fees, which are the responsibility of the parents; however, the current system denies parents even fundamental choices in the current tax environment.

This proposal severely constrains the Department of Education like the tax proposal dismantles much of the Internal Revenue Service and further reduces the size of the Federal government.

text bulletFunding education, providing parental choice, and putting the advantages of competition into the educational system can be achieved as follows:
text bulletMaking a per student allocation from Federal revenues to the states
text bulletAdding a state “per student” allocation to the Federal allocation
text bulletSending the state and Federal allocations to the local jurisdiction
text bulletAdding a local “per student” allocation to the state and Federal allocations
text bulletSending the combined allocation to the school selected by the parents for each student in their household

Federal, state, and local control over any school is strictly limited to health, safety, and financial integrity issues. No student can be refused admittance to any school except for failure to meet the academic performance standards set by the school.

Those schools that respond to parental requirements and are successful in providing effective education will thrive. Those that don’t, will fade away.
